  1. In a large bowl, season the beef pieces with salt, pepper, and coat them with flour.
  2. Heat olive oil in a large pot or Dutch oven over medium-high heat. Add the beef and brown on all sides, working in batches if necessary. Remove the beef and set aside.
  3. In the same pot, add a bit more oil if needed and sauté the onions until softened, about 5 minutes. Add the minced garlic and cook for another minute.
  4. Return the beef to the pot and add the carrots, celery, and potatoes.
  5. Pour in the beef broth and Guinness stout, then add the tomato paste, bay leaves, and thyme. Stir to combine.
  6. Bring the stew to a simmer, then reduce the heat to low. Cover and let it simmer gently for 2-3 hours, or until the beef is tender and the vegetables are cooked through.
  7. Taste and adjust seasoning if necessary.
  8. Serve hot, garnished with chopped parsley if desired.
